Qandê-rêhî Ye (/ʤaˈʤëhi/ /ˈrɘhɪ/ [native] [organism]) is a temperate Large City located in the Henilma County of the Union of Engineers.

The name Qandê-rêhî Ye is derived from the Sylvin language, as Qandê-rêhî Ye was founded by Ha̋chīs Mpfé 'Depth Icemewllo' Vúnvó Mb̪fē Ma̋chvé̄, who was culturaly Iron Elvish.

Climate

Qandê-rêhî Ye has a yearly average temperature of 21°C (69°F), with its average temperature during the summer being a pleasant 24°C (75°F) and its average temperature during the winter being a cool 19°C (66°F). Qandê-rêhî Ye receives an average of 278 cm/y (109 in/y) of precipitation, most of which comes in the form of rain during the summer. Qandê-rêhî Ye covers an area of nearly 328 km2 (131 mi2), and an average elevation of 4838 m (15872 ft) above sea level.

Overview

Qandê-rêhî Ye was founded durring the late 15th century in spring of the year 1360, by Ha̋chīs Mpfé 'Depth Icemewllo' Vúnvó Mb̪fē Ma̋chvé̄. The establishment of Qandê-rêhî Ye was plagued by a lack of willing colonists. After attempts to pay people to resettle failed Ha̋chīs Mpfé 'Depth Icemewllo' Vúnvó Mb̪fē Ma̋chvé̄ struck deals with nearby nations and communities to establish Qandê-rêhî Ye as a prison colony.

Qandê-rêhî Ye was built using the conventions of Iron Elvish durring the late 15th century. Naturaly, all settlmentss have their own look to them, and Qandê-rêhî Ye is no diffrent. The city's buildings feature timber framed wooden shiethed or brick construction, which gives form to a very formalized, rational, expence effishent arcatectural style based on strictly symmetrical designs which universaly feature pitched roofs, shutters, and the occasional column or pilaster for a decorative touch.

Qandê-rêhî Ye is buildings are grouped arround an odd layout of premissive canals streets, which seems to be based on an overlapping squair patern such that there are small squares at the cornor of every bigger square. Sometimes buildings exist in the smaller squaires, other times they are open spaces, or occupied by temporary structures. The city is defended by arcane means. It's hard to spot at first, but there's a tell tell shimmer in the air arround Qandê-rêhî Ye, and you can spot the ocasional warding glyph carved into a rock or tree all arround town. These mystical defences are ancient, unknowable, and unassailable by current means... Assuming everything is in working order. Otherwise, the wards are little more than a deathtrap. Qandê-rêhî Ye's Relic of the World That Was are suffering from significent damage, so much so that examples can be pointed to no matter which section one might have within their line of site, and most of which render sections inoperable at present.

A look around Qandê-rêhî Ye gives you an uneasy feeling. Everything is just a little too worn down, a little too dirty, or both. No one makes eye contact. Kids play quietly, but happily. Occasionally a passerby glances at you out of the corner of their eye, staring jsut long enough for it to be uncomfortable.

Civic Infrastructure

Qandê-rêhî Ye possesses a Aethary Link for its accademic, government, and financial institutions. Public Aethary access is available through one or more of these intitutions.

Qandê-rêhî Ye has an animal control department which works to enforce local ordinances relating to the control, impoundment, and disposition of animals.

Qandê-rêhî Ye has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Qandê-rêhî Ye. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Qandê-rêhî Ye's parks.

Qandê-rêhî Ye has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Qandê-rêhî Ye.

Qandê-rêhî Ye has a library, which keeps a large collection of books, scrolls, and archives all manner of physical items. While not open to the public, the librarians and scholars employed by the library will assist anyone with their research needs, and wealthy individuals can purchase membership to access the library's materials themselves. In spite of being generally closed to the public, the library has a room with several Aether Linked devices available to the public during business hours.

Qandê-rêhî Ye has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Qandê-rêhî Ye's natural decorations nor waterways.

Qandê-rêhî Ye has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.

Qandê-rêhî Ye has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Qandê-rêhî Ye has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Qandê-rêhî Ye is home to a University which provides higher education in a variety of fields, and also serves as a research institute for those same fields.

Cultural Notes

Qandê-rêhî Ye's town hall was built using a different architectural style from the rest of the town. The style used makes use of a large oblong hall or building with double colonnades and a semicircular apse and symmetrical central-plan, resulting in buildings with a square central mass and four arms of equal length. Decorative features included domed rooves, arches, soaring spaces, and sumptuous decoration: marble columns and inlay, mosaics on the vaults, inlaid-stone pavements, and sometimes gold coffered ceilings.

In Qandê-rêhî Ye hail is always enormous, yet harmlessly plinks off people, creatures, and structures.

The Jelly, Marsh near Qandê-rêhî Ye are known to be a mutant strain of the creature.

Qandê-rêhî Ye's citizens partake in a curious ritual relating to their local kami. It takes place in summer and involves square dance to channel Illusion energies of tier 3 via moments of science.

Economy

History

Qandê-rêhî Ye is in secret rebellion against their ostensible liege, having cut deals with his enemies, plotted to betray him for their own gain, or bridled under his tyranny and sought a better lord. The community’s leadership is all in on this plot, and outside viceroys or representatives are being kept carefully ignorant of the reality. The common folk may be oblivious to the truth, though they’ll doubtless have felt the same motivations and promptings that convinced their leaders to turn traitor.

In time immemorial, reportedly some time during the late 2nd century the Kami spared the town a natural disaster. One of Qandê-rêhî Ye's local festivals commemorates this miracle.
